Health policy
Health policy sets the framework conditions for medical care in Germany. Its role is to define the principles and rules governing who is entitled to healthcare services and under what conditions, who is permitted to provide those services and under what conditions, and how healthcare is financed. Health policy decisions are made by governments and parliaments at federal and federal state level while self-governance also plays a major role in statutory health insurance. In addition, numerous organisations, associations and companies participate in health policy debates as affected parties or stakeholders.
The IGES Institut has decades of experience in health policy research and consulting. Since its foundation in 1980, the Institut has provided scientific support for numerous health policy reforms and helped shape them through its analyses and recommendations.
This includes analyses of the structure, financing and further development of statutory and private health insurance, as well as other branches of social insurance.
The IGES Institut has also played a significant role in the development and ongoing refinement of the risk adjustment scheme (Risikostrukturausgleich, RSA) within statutory health insurance (gesetzliche Krankenversicherung, GKV).
We also analyse health policy and regulatory interventions in the pharmaceutical market, ranging from price regulation to early benefit assessment under the German Act on the Reform of the Market for Medicinal Products (Arzneimittelmarktneuordnungsgesetz, AMNOG).
Another key focus of our health policy work is inpatient care. The IGES Institut provides support on hospital planning and financing, analyses the effects of the diagnosis-related group (DRG) system and develops solutions for the efficient allocation of resources in the inpatient sector. The Institut likewise develops models to overcome the boundaries between outpatient and inpatient care in order to promote patient-centred, integrated healthcare.
By combining different data sources and analytical methods, we are able to build a comprehensive picture of health policy interrelationships and derive well-founded recommendations for action.
