EU HTA challenge: hands-on answers at Bio Europe

The already initiated EU-wide evaluation of new medicinal products continues to raise many questions. Hands-on assistance is provided by an expert event at one of the world's most important biopharmaceutical industry conventions, BIO-Europe 2022. (German Version below)

Berlin, 19. October 2022 (IGES Institut) - From 2025, the clinical evaluation of new medicinal products within the EU will no longer be carried out nationally at the level of the individual EU countries, but will gradually be transferred to a central, EU-wide procedure.

What does a company need to do now to be in the best possible position in 2025? Which questions of the new procedure are currently still open and when will they be specified? What is the role of national HTA agencies in the future?

Answers to these questions will be provided by the Director Value & Access Strategy at the IGES Institut, Fabian Berkemeier, in an expert discussion together with the Head of HE&OR at Novartis Pharma Germany, Florian Diwischek. This conversation is about concrete solutions to the challenges of the new process, rather than technical or legal nuances.

This new, centralized HTA procedure poses major challenges for innovative pharmaceutical companies. Smaller companies in particular, which intend to launch a pharmaceutical product on the European markets for the first time, must now inform themselves about the new procedure, the details of which have not yet been worked out in some cases. The companies must design their clinical trials in such a way that they meet the requirements of the new procedure, otherwise valuable time will elapse before the drug can be reimbursed and thus actually reach the patients.

Bio Europe 2022 is the largest European partnering convention for the biotech industry, and will take place this year in Leipzig from October 24-26. IGES Institut has been present at this convention for many years and has held a number of panel discussions and presentations there, always focusing on health economics issues relevant to the biopharma industry. The focus has been on reimbursement issues, particularly for orphan drugs, from the perspective of all stakeholders: patients, payers, regulatory decision-makers and innovators. The IGES Institut has been dealing with the topic of "Harmonization of HTA procedures in the European Union" from the very beginning.

Die bereits eingeleitete EU-weite Bewertung neuer Arzneimittel wirft weiterhin viele Fragen auf. Praktische Hilfestellung gibt eine Expertenveranstaltung auf einem der weltweit wichtigsten Fachkongresse der Biopharm-Branche, der BIO-Europe 2022.

Ab 2025 wird die klinische Bewertung neuer Arzneimittel innerhalb der EU nicht mehr auf Ebene der einzelnen EU Länder national durchgeführt, sondern schrittweise einem zentralen, EU-weiten Verfahren unterworfen.

Was muss ein Unternehmen jetzt tun, um im Jahr 2025 bestmöglich aufgestellt zu sein? Welche Fragen des neuen Verfahrens sind gegenwärtig noch offen und wann werden diese festgelegt? Welche Rolle haben die nationalen Health Technology Assessment (HTA)-Agenturen in der Zukunft?

Antworten auf diese Fragen wird der Leiter des Bereichs Value & Access Strategy am IGES Institut, Fabian Berkemeier, im Rahmen eines Expertengesprächs zusammen mit dem Leiter HE&OR von Novartis Pharma Deutschland, Florian Diwischek, geben. Im Fokus stehen statt technischer oder rechtlicher Bereiche vor allem Lösungen für die praktischen Herausforderungen des neuen Verfahrens.

Das neue, zentralisierte HTA-Verfahren fordert innovative Arzneimittelunternehmen. Besonders kleinere Unternehmen, die beabsichtigen erstmals ein Arzneimittel auf die europäischen Märkte zu bringen, müssen sich nun zu dem neuen Verfahren, dessen Einzelheiten teilweise noch nicht ausgearbeitet sind, informieren. Die Unternehmen müssen ihre klinischen Studien so gestalten, dass diese die Erfordernisse des neuen Verfahrens erfüllen, da ansonsten wertvolle Zeit verrinnt, bis das Arzneimittel erstattet werden kann und somit tatsächlich zu den Patienten gelangt.

Die Bio Europe 2022 ist der größte europäische Partneringkongress für die Biotechindustrie. Er findet in Leipzig vom 24.bis 26. Oktober statt. Das IGES Institut ist seit vielen Jahren auf dem Kongress präsent und hat bereits eine Reihe von Podiumsdiskussionen und Vorträgen konzipiert. Schwerpunkt waren stets gesundheitsökonomische Fragen von hoher Relevanz für die Biopharmabranche. Die Harmonisierung der HTA-Verfahren in der europäischen Union begleitet das IGES Institut bereits seit Beginn.
